WebSpeed: BLOB upload support

Release 10.1A supports uploading BLOBs in WebSpeed applications. To restrict access by malicious executables, the WebSpeed agent does not store BLOBs that it receives with a request. Instead, the agent holds the BLOBs in memory. You can then use the new get-binary-data function to return a MEMPTR to the data.
